As the FBI <a href=\"https:\/\/www.fbi.gov\/how-we-investigate\/intelligence\">notes<\/a>, its intelligence division shares information with a variety of federal, state, local, and tribal law enforcement agencies.<\/p>\n<h2>Flock: Sharing is \u201copt-in\u201d for local police<\/h2>\n<p>Flock itself temporarily provided access to Customs and Border Protection, Homeland Security Investigations, the Secret Service, and Naval Criminal Investigative Service as part of a pilot last year. Flock confirmed the pilot to the office of Sen. Ron Wyden (D-Ore.), <a href=\"https:\/\/www.wyden.senate.gov\/imo\/media\/doc\/wyden_letter_to_flock.pdf\">according to Wyden<\/a>. <a href=\"https:\/\/www.flocksafety.com\/blog\/does-flock-share-data-with-ice\">Flock says<\/a> it has federal customers \u201cincluding National Parks, Veterans Affairs hospitals, and military bases,\u201d but that it does not work with ICE.<\/p>\n<p>Federal attempts to access data could be limited by company policies. Flock says that communities using its cameras may grant data access to federal agencies, but that sharing with federal agencies is disabled by default. In March, <a href=\"https:\/\/www.flocksafety.com\/blog\/fewer-victims-stronger-safeguards-the-case-for-principled-federal-collaboration\">Flock said<\/a> it was \u201cdefining a new relationship with federal law enforcement,\u201d including conditions to maintain local control over the sharing of data.<\/p>\n<p>\u201cFlock data belongs to the agency that owns the cameras. There is no backdoor into Flock. Any access is explicitly permission-based and opt-in by the local agency,\u201d the company said.<\/p>\n<p>We contacted Flock and Motorola Solutions and will update this article if they provide any comment.<\/p>\n<p>There are also state laws limiting data access. <a href=\"https:\/\/oag.ca.gov\/system\/files\/media\/2023-dle-06.pdf\">California prohibits<\/a> state and local agencies from sharing ALPR camera data with out-of-state or federal law enforcement agencies. The Electronic Frontier Foundation (EFF) <a href=\"https:\/\/www.eff.org\/document\/01-31-2024-letter-california-ag-rob-bonta-re-enforcing-sb34-alprs\">said in January 2024<\/a> that dozens of California law enforcement agencies violated the law by sharing ALPR information with out-of-state agencies.<\/p>\n<p>A <a href=\"https:\/\/law.lis.virginia.gov\/vacodeupdates\/title2.2\/section2.2-5517\/\">Virginia law<\/a> enacted last year imposed similar limits.
